Lucas Kerr is the Owner and Founder of VETRUN LLC, an SDVOSB, and a senior program executive with extensive experience leading Department of Defense and federal programs and building FDA-cleared medical products from the ground up. He has a proven track record managing complex, mission-critical initiatives involving large budgets, cross-functional teams, supplier networks, and strict cost, schedule, and performance requirements. His background spans defense readiness, FDA-regulated product development and manufacturing, and U.S.-based operations, with consistent delivery of programs on time, on budget, and in compliance with government and regulatory standards.
As Owner and Founder of VETRUN LLC, Mr. Kerr serves as Principal-in-Charge for U.S.-based manufacturing and operations supporting Government customers and regulated medical product programs. He provides end-to-end program leadership, including contract execution, supplier coordination, asset acquisition, risk management, regulatory alignment, and performance reporting. In addition to VETRUN, he runs multiple companies, giving him broad operational perspective and hands-on experience managing complex organizations, workforces, and supply chains. This experience reinforces disciplined execution, financial control, and accountability across all programs he leads.
Mr. Kerr’s earlier career includes senior roles in regulated medical device companies, where he supported FDA-regulated product portfolios and worked directly with hospital systems, surgeons, and procurement officials. He also served as Manager of the Defense Readiness Reporting System Office supporting combatant commands, and as a U.S. Army Ranger Infantry Officer, accountable for personnel, budget, and mission execution in high-risk environments. This combination of military leadership, government program management, and end-to-end FDA product development experience uniquely positions Mr. Kerr—and VETRUN—to lead complex government contracts requiring accountability, speed, and execution excellence.

From his service with the 1st Battalion, 75th Ranger Regiment to founding VETRUN LLC, Lucas Kerr has spent his career supporting Government missions from multiple perspectives. His background includes direct military service, hands-on experience working within federal organizations, and leading companies that execute against Government requirements. This firsthand understanding of how Government programs operate—on the ground and at the program level—shapes how he approaches execution, accountability, and partnership.
Lucas’ elite military experience, combined with deep familiarity with Government contracting, FDA-regulated medical products, and U.S.-based manufacturing, enables him to translate mission requirements into executable, compliant solutions. Just as importantly, he brings a collaborative leadership style grounded in service, integrity, and results. Captain Richard L. Hughes
Richard Hughes, VETRUN’s Senior Development Engineer, brings a deep and highly specialized engineering background across advanced manufacturing, FDA-regulated medical devices, rehabilitation technologies, and complex product development. His career is defined by translating demanding technical and regulatory requirements into practical, manufacturable solutions for Government and mission-critical programs. Richard has led development efforts for specialized systems supporting the U.S. Army Institute of Surgical Research and is highly experienced in executing FDA 510(k) pathways, ensuring designs meet design-control, verification, validation, and compliance requirements from concept through production.
Richard has overseen large-scale, high-value development programs and is particularly effective in compressed and accelerated schedules, consistently delivering first production units under aggressive timelines while maintaining strict quality, regulatory, and performance standards. He is widely recognized as an exceptionally intelligent engineer with a unique ability to solve complex, multi-disciplinary problems quickly and decisively. His strength lies in anticipating downstream manufacturing, quality, and regulatory risks early and resolving them proactively, allowing programs to maintain momentum without rework or delay. His collaborative, solutions-oriented working style makes him easy to work with and highly effective across Government stakeholders, regulatory bodies, manufacturers, and cross-functional engineering teams.
In addition to his engineering expertise, Richard is a U.S. Coast Guard–licensed Master Mariner, qualified to serve as Captain worldwide.
